Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been defused. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Negotiation and Warfare
The chain of conflicting incidents captured the grim essence of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from multiple capitals. Considerable effort is allocated on restraining certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the primary tool for achieving "peace".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from Russian territory, a capacity afforded by current data. From observation points, military aircraft that had been deployed to engage hostile cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons thundered: several firings targeted at a Russian ballistic missile. This was a sophisticated defense system at work, most likely delivered by partner states. Every firing jolts you unexpectedly, rattling buildings. The moment of terror quickly becomes resigned acknowledgment: possibly the hostile projectile won't strike its target this time, preventing destruction from ruin and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a defensive team – most likely allied-provided weaponry. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
With pauses, this carried on until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and heating outages in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's vital need on external assistance – a dependence that European nations are demonstrably unable to fill in the short term.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, debate and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.
Every new initiative from US leadership unfolds according to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually secure success. This cycle will, certainly, persist.
Tactical Assessments
It is easy to blame particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership works based on a premise well known to international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is unfeasible to force Russia to abandon the land that it presently holds in Ukraine's occupied territories.
The problem is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not evolve additionally in its favour in the months ahead.
Conflicting Perspectives
Therefore, the Kremlin is certain that duration works to their advantage – that Ukraine and its partners are nearing depletion. Their incentive to accept conditions that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but averting a entire defensive failure until situations evolve in its favour.
Current Realities
Realistically, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: personal goals to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not shift toward homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to terminate the proposed articles of the most recent proposal. Assertive and inconsistent approach of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, recent disclosures, all achieved their purpose.
While new proposals based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are founded on Moscow's terms and show certain reluctance to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the foreseeable future, mainly require sustained allied backing.
